What a prime can carve out
Each department produces scope that can be bounded, priced, and documented on its own. Interfaces with the prime and with other subcontractors are defined before commitments are made.
That structure lets a prime assign a package, hold one line of accountability for it, and review its evidence independently of the rest of the effort.

One discipline across every package
Requirement analysis, strategic sourcing, supplier qualification, product and scope validation, proposal and pricing coordination, logistics, receiving, reconciliation, documentation, and closeout operate identically regardless of which department holds the package.
The prime therefore sees the same intake, the same qualification standard, and the same closeout format across whichever packages are assigned.
