A delivery that cannot be evidenced is an open item. Closeout is designed at the start of the engagement, not assembled at the end of it.

The record is a deliverable
Delivery records, reconciliation materials, supporting evidence, warranties, and closeout information are treated as scope items with owners and dates — not as administrative residue.
Documentation requirements are identified during structuring so that the evidence is captured as work is performed rather than reconstructed afterwards.

Audit-ready as a default state
Receiving, reconciliation, and issue escalation are organized so that a prime or agency reviewer can follow a line item from requirement to delivery without a narrative from us.
Where a substitution is permitted, the permission, the basis, and the approval sit in the same file as the delivery record.
