The department supports recurring facility operations, maintenance support, custodial and specialty services, grounds, logistics, waste, mailroom, lifecycle coordination, and multi-site service support for federal, institutional, and healthcare facilities.

Each service line is scoped so that it can be bounded, priced, staffed through qualified delivery resources, and evidenced on its own — by site, by building, or by service line as the contract requires.

Accountability

Dearborn One’s delivery role

Dearborn One holds accountability for the service package: it reads the performance work statement as issued, defines the roles of primes, licensed providers, subcontractors, and specialty partners in writing, qualifies each delivery resource against the solicitation, and coordinates scheduling, performance records, reconciliation, and closeout.

Where the record is ambiguous — a frequency, a boundary, an inclusion — the ambiguity is documented and raised before pricing rather than absorbed as risk after award.

Dearborn One represents capabilities, registrations, licenses, certifications, facilities, product authorizations, bonding, security credentials, and professional qualifications only where held directly or through a specifically identified and qualified project partner.

Trade licences, regulated-waste authorizations, specialty certifications, and bonding associated with a service are held by the identified provider for that service and jurisdiction. They are not represented as Dearborn One’s direct qualifications, and the responsible party is named before any commitment is made.

Documentation & Quality Control

For recurring work, the record is the deliverable.

For recurring work the record is the deliverable. Inspection, performance, and reconciliation evidence is captured as the service is performed, on a schedule agreed during structuring.

Receiving, reconciliation, and issue escalation are organized so that a reviewer can follow a service line from requirement to performance without a narrative from us.

Prime Contractors

A prime can assign a service package — a site, a building, or a service line — hold one line of accountability for it, and review its evidence independently of the rest of the effort.

Small business and SDVOSB participation is credible when it is tied to work that is actually performed and separately documented. Packages are accepted on that basis only.
